Abstract
Na razini pravne regulative, obveze jedinica lokalne samouprave u području zaštite od požara propisane su Ustavom Republike Hrvatske (NN 56/1990, 135/1997, 8/1998, 113/2000, 124/2000, 28/2001, 41/2001, 55/2001, 76/2010, 85/2010, 5/2014), Zakonom o zaštiti od požara (NN 92/2010, dalje u tekstu: Zakon o zaštiti od požara), Zakonom o vatrogastvu (NN 125/2019, dalje u tekstu: Zakon o vatrogastvu), kao i nizom podzakonskih akata. Zaštita od požara spada u poslove jedinica lokalne samouprave, pa su slijedom navedenog iste dužne donijeti dokumente zaštite od požara, odnosno planove zaštite od požara, procjene ugroženosti, provedbene planove unaprjeđenja zaštite od požara i godišnja izvješće o provedbi mjera unaprjeđenja zaštite od požara. Također, dužne su donijeti odluke i organizirati osposobljavanja pučanstva za provedbu preventivnih mjera gašenja početnih požara i spašavanja ljudi i imovine ugrožene požarom, organizirati zaštitu od požara kao javnu službu i financirati zaštitu od požara iz proračuna
Abstract (english)
At legal regulations level, the obligations of local self-government units in the field of fire protection are prescribed by the Constitution of the Republic of Croatia (NN 56/1990, 135/1997, 8/1998, 113/2000, 124/2000, 28/2001, 41/2001, 55/2001, 76/2010, 85/2010, 5/2014), the Fire Protection Act (NN 92/2010), the Firefighting Act (125/2019), and a number of bylaws. Fire protection belongs to the affairs of local self-government units, so they are obliged to adopt fire protection documents, ie fire protection plans, threat assessments, implementation plans for fire protection improvement, annual report on the implementation of fire protection improvement measures. They should also make decisions and organize training of the population for the implementation of preventive measures for extinguishing initial fires and rescuing people and property endangered by fire, organize fire protection as a public service and finance fire protection from the budget.
