Abstract
Dana 01. srpnja 2013. godine Republika Hrvatska postala je punopravnom članicom Europske unije. 2013. godina će se pamtiti kao prekretnica u poreznom sustavu Republike Hrvatske te godina velikih promjena kako za porezne obveznike tako i za građane i za državne institucije budući je u kratkom roku trebalo propise uskladiti s pravnom stečevinom Europske unije. Ipak, porezu na dodanu vrijednost data je velika pažnja budući da se glavnina promjena odnosila na njega. Zbog toga, u ovom radu želi se prikazati kako je porez na dodanu vrijednost zakonom reguliran prije pristupanja Republike Hrvatske Europskoj uniji te kako je to regulirano nakon pristupanja Europskoj uniji. Navedenim usporedbama želi se utvrditi kolika je važna njegova uloga prije, a koliko nakon 01.07.2013.g., odnosno nakon pristupanja Republike Hrvatske Europskoj uniji.Republika Hrvatska je podložna čestim izmjenama zakona što svakako nije pozitivno niti za unutarnju niti za vanjsku gospodarsku politiku. Ovaj rad iznosi sve promjene zakona koje su bile provedene vezane za porez na dodanu vrijednost prije i nakon pristupanja Republike Hrvatske Europskoj uniji kako bi se prikazala učestalost promjena na konkretnom području. Iako je porez na dodanu vrijednost najopsežniji kako u smislu predmeta oporezivanja tako i u smislu poreznog obveznika, jednim dijelom su navedene promjene i izvršavane zbog kontinuiranog napretka u poslovnom svijetu, većina promjena je jednostavno rezultat fiskalne politike u Republici Hrvatskoj, odnosno povećanja prihoda državnog proračuna budući je najizdašniji u odnosu na druge vrste prihoda. Navedena teza bit će potkrijepljena usporednim podacima o prihodima državnog proračuna u razdoblju od 2011. do 2014. godine.
Abstract (english)
On July 1, 2013 the Republic of Croatia became a full member of the European Union. The year 2013 will be remembered as a turning point in the tax system of the Republic of Croatia and the year of big changes for both the taxpayers and the citizens, as well as for the state institutions since the legislation needed to be to aligned with the acquis communautaire within a short period of time. However, given the fact that the majority of changes was related to the Value Added Tax it was dealt with a great deal of care. Therefore, this paper aims to show that the value added tax was regulated by the law before the Croatian accession to the European Union and how it is regulated after the EU accession. This comparison aims to determine the importance of its role before and after Croatian accession to the European Union.The Republic of Croatia is subject to frequent legislative changes which is certainly not positive for either internal or external economic policy. This thesis enumerates all the changes to the law that have been implemented related to value added tax before and after the Croatian accession to the European Union so as to show the frequency of changes in the specific area. Although the value-added tax is the most comprehensive in terms of both object of taxation and the taxpayer, the listed changes were partly executed due to the continuous progress in the business world, most of the changes are simply a result of fiscal policy in the Republic of Croatia, that is, the increase of budget revenue since it is most abundant compared to other types of income. This statement will be supported by comparative data on the income of the state budget in the period from 2011 to 2014
